The WI ARES/RACES Simulated Emergency Test for the South East District
and those counties from the East Central District that did not
participate in the Oct 2 SET will be this Saturday Oct 16 from 0900 to 1100.
There is a two part scenario:
Part 1. Heavy rains of 8″ in past 12 hours will be our main concern in
the East Central District. Please have all of your members generate at
least one ICS 213 General Message Form.
Part 2. We will be getting a request for mutual aid from the Southeast
ARES/RACES District on an ICS 213RR (Resource Request). Please generate
a response on an ICS 213 General message of resources you can offer up
for assistance. The numbers on the ICS213RR from the SE District will
be for a request from ALL sources not just your county.
The ICS 205 has our frequency plan for this event. This will be the
basis as we go forward to have an ICS 205 structured for basic start up
for incidents. It will then be added or amended to to adjust for
changing conditions.
Purpose of this exercise will be to practice traffic and documentation
requirements for a large scale event.
NOTE: The ICS.205 for this drill will be distributed to existing Manitowoc County ARES/RACES members.

Saturday, October 16, 2021, from 9am – 11am we’ll be conducting a SET with Brown, Fond du Lac, Calumet, and perhaps Door Counties.
The Statewide SET is a way to test us on a statewide basis our ability to provide communications in response to a disaster.
The scenario will be for a flood of 8″ of rainfall in a 12 hour period. Each county is to work on its own way to react and forward traffic to the District EC and State Emergency Management using the preferred form ICS 213 Standard (attached). The radiogram is attached for health and welfare traffic. Each person will GENERATE an ICS 213 or Radiogram.
Messages should have ‘test’ in front of the precedence and at the beginning of any message text.
