To find out the strengths and weaknesses of ARES, NTS, RACES and other groups in providing emergency communications. 2. To provide a demonstration--to served and partner agencies such as the American Red Cross, the emergency management agency and through the news media--of the value to the public that Amateur Radio provides, particularly in time of need. 3. To help radio amateurs gain experience in communications using standard procedures and a variety of modes under simulated-emergency conditions. EXPLANATION OF BASIC OUTLINE We will conduct a special session of the BEN on Oct 2nd. We are looking to activate the net at 9 am and hopefully finish by no later than 11 am. Emphasis will be on net protocol and conduct and proper sending of formal messages, not only desired, but required during a disaster. Stations checking in will adhere to instructions given by net control. Our main frequency will be 3985 KHz with some stations being asked to move to nearby frequencies to send/receive traffic. Most stations will be asked to remain on frequency at the discrestion of net control. This will help to train some ops who are novices to net operations and traffic handling. We discourage the use of Telnet or email and rely solely on all operations utilizing RF based signals. We would like this to be handled peer to peer regardless of mode. If a station cannot do RF Winlink or other modes, then perhaps they have some more work to do as they might not be ready. Remember the infrastructure can fail. The session will focus more on quality rather than quantity. Any leftover traffic not passed may be brought to the regular session of the BEN that day. Again emphasis is on proper sending of messages. Anyone can copy a message from a good operator, sending requires more concentration.
