Our SET objective will be to perform a damage assessment of our local area.  We are recommending to start a net, have ARES members take a short (5 mile or so) drive or a short walk around the block, and photograph simulated damage. Any downed trees, old collapsed barns, or buildings being demolished as samples would be good.  Forward all pictures to the EC.  Preferably, we’ll use System Fusion, D-Star, etc. for those so equipped.  Digital via FLDIGI is also an option.

EC’s will select the best 3 to 5 photos and forward the County Emergency Manager.

One objective of this exercise is to show EM’s how ARES/RACES can be a great asset after storms go through to assist the counties collecting data to forward to FEMA for Disaster Declarations and subsequent Disaster relief and aid.

UPDATE: Mini-SET Postponed

Update: 5/31 – From Stan – Good Morning,

A good portion of Wisconsin including most of the East Central ARES district is in a marginal threat of severe weather on Monday, June 1.

We will postpone the Mini-set at this time.  I will propose a new date by next weekend.

Update: 5/29 – From Ken – I dropped the ball on this one.

With the conflicting information on what I’ve now been told are two separate events – I’d advise you to participate as you can, and be flexible.

Here’s what I know – the Red Cross simulation and the Mini-SET ARE two separate events, click the link for the source of (probably) the most reliable information about event participation.


Manitowoc County participation in National Red Cross Simulation. Local participation for

Part A will begin at 8 a.m. and probably run for 30 minutes or so.

Part B National Participation will begin at 5 p.m., with completion of ARC 6409 via Winlink.

REGISTER:  ARES CONNECT  (You must register at ARES CONNECT prior to the event to receive the form and to receive a Certificate of Appreciation.)

SURVEYindividual surveys (click here) by 7:00 pm

This event will not run for 9 hours, but will most likely encompass about one hour of time.

The objectives will be:

  • Practice formal traffic and logistic coordination
    using ICS forms 205, 213 and 213RR on the district
    level to multiple counties.
  • Practice at the County level call up and
    coordination from remote locations to the net controls.
  • Rotate county net controls within the time period
    to practice shift change as if we are in multiple shift
    operation.
  • Practice WINLINK ICS 213 messages.

FROM THE SIMULATION SUMMARY:    Overall Goals
1. Engage Red Cross Chapters with our local/regional ARES chapters along lines of the MOU, in order to strengthen and develop that relationship
2. “Activate” shelters in our areas, in order to further develop our connections between amateur radio
ops and RC sheltering folks
3. Practice passing standard Red Cross forms over RF2via Winlink, or other means
4. Generate a “proof of concept” to show Red Cross Disaster Cycle Services management what amateur radio can to for the Red Cross in the absence of internet, cell and commercial power infrastructure.

As in any exercise or drill expect some glitches. Those
identify areas to work on.

Also please invite your Emergency Managers to provide
inputs or feedback.

In the event of real-world activations including severe
weather, we will cancel the Mini-SET.
